headquarters, washington, dc. kathryn, more than 2 million troops deployed to afghanistan and iraq. what are some of the behavioral health issues related to the returning vets that are there, the vets that are there, and the returning vets? i think all of us are paying great attention to the behavioral health issues of anyone who has been in combat. and, first of all, when we use the term "behavioral health," we generally are talking about a broad range of mental and emotional and substance abuse disorders and/or problems. we know that anyone who has been in combat will probably suffer from trauma and anyone who has been in a combat situation will have effects of that trauma. so, the first thing we really want to pay attention to is: how have the individuals who have served in combat absorbed that trauma and become resilient to that trauma? in addition, we are seeing a variety of behavioral adjustments having to do with post-traumatic stress, having to do with depression, having to do with suicide ideation. and of course, the reintegration issues when people come back from combat and mov

're at war for 10 years, in afghanistan and iraq at surge levels. we assume we're going to be fighting this war for 10 more years, with over 100,000 troops in afghanistan and oh, gosh, wait, we're going to withdraw our troops in 2014. $1 trillion in savings. i've got a better idea. let's pass a bill to cover the moon with yogurt that will cost $5 trillion today. and then let's pass a bill the next day to cancel that bill. we could save $5 trillion. wait, i've got a better idea. our debt is $14 trillion. let's come up with a new plan to spend $14 trillion, then rescind it the next day and let's save $14 trillion. this stuff is fiscal fantasy. you can't make this stuff up, mr. speaker. suggesting that we're going to be in a war at these levels for 10 more years when everybody knows we've already decided not to do that, that does not get us $1.3 trillion in spending cuts. only in washington can you add up math like that. we need real spending cuts. i yield myself an additional minute to say, this is getting serious,r. speaker. very serious. we can't keep spendg money we just don't have. 4

and afghanistan, is inconsistent with his muslim beliefs. at first the military wasn't buying the argument, but ultimately the pentagon said he's right, he should be discharged from the military and he was just about to leave when authorities say they found several items of child pornography on his computer. so that stopped his discharge. he was almost out of the army, but when they found evidence of a crime, they kept him in the military so that they can prosecute him in the military justice system, and that's what put a hold on his discharge. he'd had a hearing. he went awol, wound up in texas. went to the gun store where he bought smokeless powder which is gunpowder basically, a component in bombs, and authorities say when they went to his motel room in ft. hood, texas, they found the makings of basically two time bombs, smokeless powder. they say he was in the process of taking shotgun shells apart to get the shot out. the little metal pellets, which apparently he was going to use as shrapnel in the two bombs that he would have built in pressure cookers. so, instead of being pipe bombs

, saying he wanted to get even with the military for the fighting in iraq and afghanistan. investigators say his targets were fellow soldiers at the army's sprawling ft. hood. texas police revealed today they arrested naser jason abdo yesterday at a motel near ft. hood. in his room, atf agents found enough explosives to make at least two timebombs. the police chief called abdo very dangerous. >> i can tell you that we would probably be here today giving you a different briefing had he not been stopped. >> reporter: in fact, federal officials say abdo planned to set off bombs today, just outside the army post. it was a tip from the owner of this gun store that led to his arrest. they believe abdo was acting suspiciously, asking too many questions. it's the same store where investigators say army major hassan bought the gun used in the 2009 shootings at ft. hood. last year while stationed in kentucky, abdo asked to be classified a conscientious objective. >> if you feel being in the military, goes against your conscience, use this army regulation, because that's what it's here for. >> repo

airborne division. i had deployed to afghanistan from '02 to '03 and, from that point on, i went to iraq from '03 to '04. i joined the army in 2000, active army, and i deployed to iraq. i was the first round deployment, so i left in january, right before the war started. and i was a truck driver so was one of the first ones over the berm into iraq. the community partnership of southern arizona is the regional behavioral health authority in pima county. and one of the things that, as an organization, we're very much tuned into is kind of the changing needs in the community. i came to the va about 5 years ago and i had worked in the community for many years and had worked with cpsa a lot when i worked at some of the public agencies. so, i had already the relationships with a lot of the people there. and then, once i came over here, i think that partly that we were having sort of a surge in kind of more mental health funding coming into the va. there was just kind of more tension because of all the returning iraqi vets. we believe that a system like ours can be of tremendous benefit to orga
